According to the 2019 Labor Code and Decree 152/2020/NĐ-CP, foreigners working in Vietnam are required to obtain a work permit unless they qualify for one of the 20 exemption cases (mostly diplomats, experts, or high-level professionals supporting Vietnam). A work permit is valid for up to 2 years and can only be renewed once. After that, a new permit must be applied for. Required documents include those from the employer (application letter, approval for foreign labor usage, business license…) and the foreign worker (passport, criminal record, photos, proof of qualifications…). The RORC is a register containing the particulars of the company’s registrable controller(s), also commonly known as beneficial owner(s). The Registrable controller is identified as the beneficial owner (individual or corporate entities) of the company that: Have an interest in > 25% of shares in a company; or Hold > 25% of members’ voting rights in a company; or Can exercise significant influence or control over a company. The Information on the RORC must be lodged with ACRA within two business days after the entity has set up its RORC, and any change shall be updated.

Yes. Most foreign nationals who plan to work in Vietnam for more than 3 months are legally required to obtain a work permit, unless they qualify for an exemption (e.g., intra-company transfer, diplomatic roles, or certain technical specialists).
